Policy on the Use of Somerset County Facilities and Grounds
Purpose:
Somerset County facilities are primarily for the use of County divisions and agencies and their employees to conduct the business of the County.
Somerset County grounds are primarily for the use of County divisions and agencies and their employees to conduct the business of the County. Grounds may be available for other uses when not in use by the County.
Facilities Guidelines:
- Without prior written authorization, the use of Somerset County facilities by outside agencies for private functions is prohibited. This restriction is due to insurance, liability, financial and security reasons.
- No solicitation by outside groups is permitted. The only authorized solicitations are official employee events.
- No alcohol is permitted on County property.
- The Board of Chosen Freeholders and/or the County Administrator may waive provisions of this policy. Special requests for relief of this policy for the use of County facilities are to be directed to the County Administrator. If granted, costs incurred by the County will be charged to the user. Typical costs are overtime for maintenance personnel, security, and damage to equipment or facilities. Depending on the type and size of the event, proof of liability insurance will be required of the user, in a form acceptable to the County and which may be reviewed by County Counsel and County Risk Management. Food or beverages may be permitted, if incidental to the event.
Grounds Guidelines:
- First priority for the use of Somerset County grounds is given to County divisions, agencies, boards, commissions and committees.
- Second priority for the use of Somerset County grounds is given to non-profit organizations, on a space-available basis with the proper approvals of the Board of Chosen Freeholders and/or the County Administrator. Costs incurred by the County will be charged to the user. Typical costs are overtime for maintenance personnel, security, and damage to equipment or facilities.Depending on the type and size of the event, proof of liability insurance will be required of the user and all participants, in a form acceptable to the County and which may be reviewed by County Counsel and County Risk Management. Food or beverages may be permitted, if incidental to the event.
