Replacement of County Bridge No. B0402, Wertsville Road and County Bridge No. B0403, Montgomery Road, over Tributary to Neshanic River, Township of Hillsborough
This project’s construction contract was awarded to Konkus Corporation on December 18, 2018. The Pre-Construction Meeting was held on June 7, 2019.
The Wertsville Road Bridge B0402, located approximately 200 feet west of the intersection of Montgomery Road, and the Montgomery Road Bridge B0403, located just north of the intersection of Wertsville Road, was closed to vehicular and pedestrian/bicycle traffic during construction, as of Tuesday, August 27, 2019. The original construction contract specified multiple phases of traffic control, including 4 months of road closure time to complete the work. During the preconstruction preparation, the Contractor proposed an accelerated schedule with approximately 4-week road closure. An unexpected utility conflict was uncovered during foundation excavation work at both culverts and along the retaining wall. Fabrication/Coating of the beam guide rail, end terminals and traffic safety hardware components is still in progress. The revised completion date is targeted for on/about Friday, December 6th. Roadway reconstruction including paving and striping was completed on Saturday, October 19th. Montgomery Road was reopened for northbound and southbound traffic through the intersection. Temporary traffic safety measures are in place. On October 31, 2019, the segment of Wertsville Road, west of the intersection, was opened for eastbound traffic only. The westbound segment has to remain closed to through traffic until the permanent guide rail is installed. Current traffic configuration is shown on this Traffic Striping Plan.

County Bridge No. B0402, carrying Wertsville Road over Tributary of the Neshanic River, is a single span culvert approximately 38.5 feet long along the centerline of the culvert. It is located approximately 200’ west of the intersection with Montgomery Road and upstream of County Bridge No. B0403. This structure is consists of corrugated steel pipe arch at the upstream and steel I-beams embedded in concrete slab supported on stone masonry abutments at the downstream. The existing roadway pavement width over the structure is approximately 20’ and the overall visual condition was rated "poor" in September 2010 inventory inspection.
County Bridge No. B0403, carrying Montgomery Road over Tributary of the Neshanic River, is a single span culvert approximately 45’ long along the centerline of the culvert. It is located immediately north of the intersection with Wertsville Road and is approximately 200’ downstream of County Bridge No. B0402. This structure consists of steel I-beams embedded in concrete slab supported on stone masonry abutments at the upstream and elliptical reinforced concrete pipe at the downstream. The existing roadway pavement width over the structure is approximately 40.6’ and the overall visual condition was rated "poor" in June 2010 inventory inspection.
The tributary of the Neshanic River flows in an open channel along the north side of Wertsville Road, between downstream of Bridge B0402 and upstream of Bridge B0403. The total length of the channel is approximately 200’. The south side of the channel consists of a concrete retaining wall supporting the northern edge of Wertsville Road, which is in poor condition.
The purpose of this project is to restore the structural capacity of these structures by complete replacement of both County bridges and the southern retaining wall along the north edge of Wertsville Road, between the two bridges. The proposed new structures will consist of precast concrete box culverts for the bridges and the precast retaining wall for the southern open channel wall. Bridge B0403 at Montgomery Road will include a reinforced concrete parapet with stone veneer and bluestone caps, similar to the recently reconstructed Bridge B0404 on Wertsville Road, just east of the intersection. The proposed bridge roadway cross sections and roadway profiles will match existing geometry due to site constraints.
This project is funded by FY2018 County Aid from NJDOT.
Public Information Meeting
A public information meeting in regards to this project was held on July 18, 2018. The purpose of this meeting was to inform local residents, officials, and the general public of Somerset County’s proposed plans to replace the Wertsville Road and Montgomery Road Bridges over Tributary of the Neshanic River. The information meeting allows the public an opportunity to examine the concept plans for the project and make comments. The display boards from the Public Information Meeting included:
