PASSPORTS

APPLYING FOR A PASSPORT  - As a convenience to Somerset County residents, you may apply for a United States Passport for foreign travel at the County Clerk’s office or by mail.

AT THE CLERK’S OFFICE – Please come prepared with the following items:

  • Completed application – UNSIGNED. Make sure to include your social security number and departure date. Do not sign the application until requested to do so by the agent serving you.

  • Proof of American Citizenship. An original U.S. Birth Certificate with a raised seal showing the names of BOTH parents, or a certified copy of an original with a raised seal from Vital Statistics showing the names of BOTH parents, a previous valid passport, a certificate of Naturalization/Citizenship, or record of birth abroad issued by the US Department of State (original only). Please note that a hospital certificate or baptismal certificate will NOT be accepted. All documents will be temporarily retained and returned to you with your passport.

  • One Photo. Front view color passport photo, 2” X 2” with a white background. This picture must be less than 6 months old.

  • Identification. Primary ID = Driver’s license. Temporary or Learner’s permits will not qualify. If you do not have a Primary ID, then you must present 3 forms of a Secondary ID. Secondary ID = Work ID with a photo and a signature, Social Security card, Bank Card Credit Card, or a Voter Registration Card. If you do not have a primary or secondary ID, a witness with a valid driver’s license who has known you for two years or more must be present and must fill out a witness affidavit.

  • Fee. Passport Service Fee and County Processing Fee MUST be separate payments. For applicants 16 and older, the fee is $110.00 check or money order made payable to the US Department of State. For applicants under 16, the fee is $80.00 check or money order made payable to the US Department of State. In addition, all applicants must pay a $25.00 county processing fee in cash or check made payable to the Somerset County Clerk. If your departure date is LESS than 6 weeks, an additional $60.00 expediting fee will be applied.

  • Minors. All minors must appear in person accompanied by a parent. Passports issued to children under age 16 will require the signatures of BOTH parents or written documentation stating the child’s name, place of birth and date of birth, from the non-applying parent giving his/her consent for the issuing of that child’s passport and authorization to the applying parent to apply for the passport in his/her absence. This consent form must be signed by the non-applying parent and NOTORIZED.

BY MAIL – This service is available for RENEWALS only.  To determine your eligibility for this service, use the following checklist:

  • I can submit my most recent, undamaged passport AND

  • I was at least 16 years old when my most recent passport was issued AND

  • I was issued my most recent passport in the last 15 years AND

  • I use the same name as on my most recent passport or since my passport was issued, OR I have had my name changed by marriage or court order and can submit proper original documentation to reflect my name change.

  • If you have determined that you are eligible for renewal by mail, then you must fill out a DS-82 form
