Fire Officer Coordinator

Keith Silverman
Keith joined the SCESTA in 1998. Keith has been involved in emergency services for 20 years, including 9 years as a Chief Officer with Somerset Fire & Rescue in Fire District No. 1, Franklin Township, Somerset County, NJ. Keith is currently a Senior Fire Instructor and Coordinator of the Fire Officer program at the Somerset County Emergency Services Training Academy. He also serves as a Hazardous Materials Technical Specialists for the Franklin Township Office of Emergency Management. Keith received his Ph.D. from the New Jersey Institute of Technology and his M.P.H. in Environmental & Occupational Health from the University of Medicine and Dentistry of New Jersey. His background includes experience in firefighting, hazardous materials, technical rescue, emergency medical services, industrial emergency response, safety and environmental management, and incident preparedness and management. He is a NJ certified Fire Instructor Level II, Fire Inspector, and EMT and a certified public safety SCUBA diver. He holds instructor certifications in CPR/AED, ICS, confines space, hazardous materials, and WMD.

Joel Lipman
Joel joined the SCESTA in 1998. Joel is a 25-year member of the fire service in Somerset County, currently serving as a Deputy Chief in Franklin Twp., Somerset County NJ Fire District 1. Joel is a New Jersey Level II Fire Instructor and serves as the Senior Lead Instructor of the Somerset County, NJ Emergency Services Training Academy Firefighter Survival Program. Joel also serves as a lead instructor in many of the fire officer and building construction classes offered at the academy. Joel is a past Captain and Training Officer with the Mt. Bethel Fire Co. in Warren Twp., and is a past president of the Somerset County Firemen’s Association. He holds a BS in Civil Engineering from Rutgers University, an MS in Civil Engineering from NJIT and is a NJ licensed building inspector.
